I think the current answer is to use Module::Build or something other
than CPAN, or to not enable them in PREREQ_PM and to have some sort of
eval around any use statements to handle unavailability gracefully.
I also think the current answers are less portable than Makefile.PL
so it's still something that needs work.
Any better solutions? I'd love to know.
